It is our duty as citizens and human beings to treat animals in a humane and reasonable manner.  In the 109th Congress, I supported H.R. 2744, an amendment signed into law by President George W. Bush on November 10, 2005 that removed financial support for horse slaughter practices. In April 2007, the House of Representatives further strengthened efforts to end horse slaughter through the passage of H.R. 249, which prohibits the sale or transfer of free-roaming burro or horse on U.S. public lands for slaughter for commercial processing.
