BFRL Publishes Annual Energy Price Indices to 2037

The BFRL Office of Applied Economics has published the 2007 edition of energy price indices and discount factors for performing life-cycle cost analyses of capital investment projects in federal facilities. Its price indices and discount factors are calculated with the most recent energy price projections from the DOE Energy Information Administration and the most recent discount rates from the DOE Federal Energy Management Program and the Office of Management and Budget (OMB). The publication supports the federal life-cycle costing methodology described in 10 CFR 436A and OMB Circular A-94. It also supports private-sector lifecycle cost analysis by updating the energy price indices that are described, explained, and illustrated in Comprehensive Guide for Least-Cost Energy Decisions (NBS SP 709). The annual report provides discount factors required for use by all federal agencies, unless specifically exempted, for evaluating the cost effectiveness of potential energy and water conservation and renewable energy investments in federally owned and leased buildings. This year’s energy price indices are based on Department of Energy (DOE) forecasts from 2007 to 2037. Its factors and indices are useful for determining the present value of future project-related costs, especially those related to operational energy costs. As called for by the Energy Policy and Conservation Act, P.L. 94-163, NIST provides technical assistance to DOE in the development and implementation of lifecycle costing methods and procedures. This 22nd annual edition of energy price indices and discount factors is the second of a three-volume set, which together provide the methods, data, and computational tools for federal lifecycle cost analysis. Also included are the Life-Cycle Costing Manual for the Federal Energy Management Program (NIST Handbook 135) and NIST “Building Life-Cycle Cost” (BLCC) computer programs, BLCC5 and BLCC4. The BLCC programs have been updated to use as default values the same discount factors and energy price projections that underlie the new 2007 edition of discount factor tables in the Annual Supplement. BFRL’s Simiu Recognized by JAWE for Outstanding Publication

The Japanese Association for Wind Engineering (JAWE) has awarded to Emil Simiu of BFRL and to Toshio Miyata, Emeritus Professor of Yokohama National University in Japan its 2006 prize in recognition of an outstanding publication for their book, Design of Buildings and Bridges for Wind Loads (Hoboken: Wiley, 2006). The book provides structural engineers with the practical knowledge and tools required for the proficient design of buildings and bridges for wind loads and it addresses both ordinary and special structures. The prize was presented at the annual JAWE meeting on May 31, 2007, in Mitakyushu City, Japan.
