The Federal Women’s Program (FWP)
is a special emphasis program established in 1963 to enhance employment and
advancement of women. Executive Order 11478, signed in 1969, brought the
FWP into the
overall Equal Employment Opportunity (EEO)
Program and placed it under the stewardship of the Director of
EEO.
The program seeks to:
- Ensure that Federal agencies institute, plan, and take
affirmative steps to provide equal opportunity to women applicants and
employees in all areas of employment (recruitment, hiring, training,
promotions, and awards)
- Provide a means for women to communicate their concerns to
management.
- To ensure that agency meets the requirements of the
EEO laws, Executive Orders, and EEOC
guidelines.
- To advise management of their FWP
responsibilities, the status and progress of the program, and the concerns of
women in their organization.

2009 Women's History Month Poster Contest
Purpose. To announce the 2009 Women’s
History Month Poster Contest.
Expiration Date. February 15, 2009
Background. We are pleased to announce
the annual poster contest honoring Women’s History Month. The theme for
Women’s History Month 2009, is “Women: Taking the Lead to Save Our Planet,” which will honor “women who have shown leadership in preserving the
natural environment and reversing ecological destruction. Women who are
scientists, engineers, business leaders, writers, filmmakers,
conservationists, teachers, community organizers, religious or workplace
leaders, or others whose lives show exceptional vision and leadership to save
our planet.”
The contest is open to all NRCS employees. This is
your chance to demonstrate your creative talents. The employee of the winning
poster will receive a $300 spot award. All submissions will be judged by the
poster selections committee. Each of the following requirements for the poster
entry must be met:
- One poster entry per NRCS employee;
- Poster must be created in an
electronic format; i.e. Power point or Microsoft Word;
- Page set up 11 inches X 17 inches;
- Theme related;
- Diversity displayed including women of
all races and women with disabilities;
- Women’s History Month and the year
2009 stated;
- NRCS logo displayed
- Short version of the
Non-discrimination statement present;
- All entries must be received by the
deadline; and
- All entries must be sent by e-mail.
Entries must be received no later than
January 12, 2009. Entries received after that date will not be considered.
The final selection will be made by February 13, 2009.

Four Facts on Women Workers:
- Women account for 46% of the total national labor workforce in 1995.
- Within 1995, women represented 42.9% of the federal workforce (excluding
postal services).
- The ratio of women's median weekly earnings to men's in 1995 was 75.5%.
- Employment and earning rates rise with educational attainment
for both men and women but earnings are on an average 27.6% lower for women
with various levels of college courses than for males with the same education.
