The National Average House Price Index used in Risk-Based Capital Rule
 
To update the table for use in a stress test based on date at the end of any given quarter, you must use the most recently available Index at that time, which is the Index dated the previous quarter. For example, to calculate the risk-based capital level for 1Q2002, the appropriate National Average House Price Index to use is for 4Q2001. As explained in the regulation, the RBC stress test recognizes the quarter lag in the calculation.
