FITARA Data Center Optimization Initiative (DCOI) – How It Applies to HPC

Abstract: As required by the Federal Information Technology Acquisition Reform Act (FITARA), OMB has issued new guidance on federal data center consolidation and optimization. While the Data Center Optimization Initiative (DCOI) guidance continues to promote data center consolidation, it also includes new optimization goals that were initially included in Executive Order 13693 (Federal Sustainability into the Next Decade). Mr. Wooley will explain the performance goals and metrics in the new DCOI memo and how they specifically apply to HPC systems and data centers.

Biography: Jake Wooley is the IT Sustainability Program Manager for the Department of Energy's Office of the Chief Information Officer. Mr. Wooley is responsible for developing the Department's Data Center Optimization Initiative (DCOI) Strategic Plan and oversight of optimization projects and performance goals specific to data center energy and operational efficiency. He co-chairs the Department's Data Center Working Group and serves as the Department's representative on the Federal Data Center Consolidation Task Force.

Jake has more than thirty years civil service and military experience with DOE and DOD. Prior to joining the DOE OCIO in 2007, Jake was the IT Director for the Yucca Mountain Project, Office of Civilian Radioactive Waste Management (OCRWM) in Las Vegas, NV. He was responsible for management of OCRWM's IT infrastructure, communications, records management, and cyber security. ​
