Statement of Organization:

The North Carolina Board of Funeral Service is established under the provisions of Chapter 90 of the North Carolina General Statutes. The Board is composed of nine members.

Members of the Board are appointed by the Governor and the General Assembly. The Governor appoints seven members of the Board: Four licensees from recommendations offered by The North Carolina Funeral Directors Association (NCFDA); two (2) licensees from recommendations offered by the Funeral Directors and Morticians Association of North Carolina, Inc. (FD & MA of NC, Inc.) ; and one (1) licensee of the Board who is not affiliated with any funeral trade organization. One public member is appointed by the General Assembly on the recommendation of the President Pro Tempore of the Senate, and one public member is appointed by the General Assembly on the recommendation of the Speaker of the House.  Members serve three year terms. 

The Board is responsible for the administration and regulation of the profession of funeral service in North Carolina. The Board reviews applications, administers examinations, licenses qualified applicants, and regulates the professional practice of the licensees throughout the State. Complaints are investigated, and those requiring further action are scheduled for a hearing before the Board.

Board meetings are usually held at the Board's offices in Raleigh. On occasion the Board meetings are held in other locations in North Carolina. The meetings are open to the public.

WARNING:   If Board staff does not receive your completed license renewal application and fee by 5:00 p.m. on Wednesday, February 1, 2017, you will immediately be deemed to have forfeited and surrendered your license.  This means that you will not be authorized to conduct any funeral activity for which a license is required.  There will be no opportunity to reinstate your forfeited license absent a formal hearing before the Board.

Annual Renewals:

All licenses for funeral service, funeral directing and embalming expire on December 31st of each year. Additional thirty (30) days are allowed for completion of the renewal application. Application for renewal, together with the statutory fee, must be received in the Board office by February 1st of the following year to effect licensure renewal. After February 1st, a late fee of $50.00 must be submitted with the renewal application. Licensees whose renewals have not been received by February 1st of each year cannot be guaranteed that their name will be included in the Register for the following year.

2016 Preneed Annual Reports for Funeral Homes can now be submitted electronically. If you have opted for this option, you will be provided with your login information. If you already have your login credentials, you may |LOGIN HERE| to access your account. Once you have logged in successfully, you will have the opportunity to review and update the information in your Annual Report. After you have completed your updates, you can submit the the report electronically using the Submit option. You may print a copy of the report for your records.

Licensing Examinations:

The State Funeral Director's Exam and Pathology Exam are administered by the International Conference of Funeral Service Examining Boards, Inc. via computer based testing. Candidates may obtain an application for computer based testing from the Board office and will conduct all other transactions for the computer based exam with the Conference. This allows applicants the convenience of taking the exam more often than was previously offered. The Laws & Rules exam is computer based and available through Castle Worldwide testing centers located across the state when an applicant is qualified.

Examination Procedure:

Completed applications for licensure as a funeral service, funeral directing or embalming must be received by the established deadline (thirty (30) days prior to the exam date). A completed application consists of the application form submitted by the applicant, certified school transcripts (received directly from the mortuary school), letters of recommendation, the applicable exam fee and any written verification, which must be obtained by the North Carolina Board from another State Board of Examiners.  The last of these items applies to out-of-state applicants only.
