The September 2014 release is structured by HRM Capability Areas as outlined in the DoD Fiscal Year (FY) 2015 HRM Functional Strategy. The wheel graphic displays the 24 business capabilities related to the HRM Functional Area. 16 of these 24 HRM Capability Areas fall within the Hire-to-Retire (H2R) End-to-End (E2E) Business Flow.
The HRM business capabilities provide the framework to:
- Describe the people, processes, and technology required to perform core functions of the HRM Functional Area from an enterprise perspective
- Satisfy DoD investment and portfolio management requirements by linking Component defense business system (DBS) certification requests to strategic priorities via the HRM Functional Strategy
- Enable consistent application of LRPs within the DoD HRM community based on documented business processes and requirements
- Analyze, streamline, and/or validate business processes by segmenting the HRM Functional Area into related groupings
- Facilitate interoperability among HRM business functions across the Components
