    Human Resources Management (HRM) Investment Management

The Under Secretary of Defense for Personnel and Readiness (USD (P&R)) is responsible for leading and managing HRM Functional Area activities to ensure capable, motivated forces are recruited, trained, and ready to respond to the broad continuum of current and future threats. Within the OUSD (P&R), Personnel and Readiness Information Management (P&R IM) is responsible for promoting, coordinating, and integrating business transformation within the HRM Functional Area through a range of activities, including Investment Management, Enterprise Architecture (EA), Policy, and Standards.
 

Investment Management is a framework to guide effective decision-making, enabling Department of Defense (DoD) senior leadership to guide investments in information systems and resources that will achieve the business mission. The Office of the Deputy Chief Management Officer manages DoD Investment Management processes and chairs the Defense Business Council (DBC), the governing body for DoD Investment Management. 

    P&R IM's Role

On behalf of the USD (P&R), the Director, P&R IM, has responsibility for participating in the DBC’s review and certification of covered* defense business system programs. This responsibility extends to oversight of the HRM business portfolio and development of the HRM Functional Strategy providing the strategic vision, goals, measures, standards, and target outcomes for the HRM Functional Area over the next five years. The Director, P&R IM, also has the responsibility to ensure that Investment Management business operations and activities respond to changes in DoD mandates, organization structure, and customer information technology (IT) needs to determine the appropriate content needs of the HRM system suite. These decisions are reconciled with and validated against the Business Enterprise Architecture to ensure proper alignment between DoD assets and business goals.

HRM Investment Management provides guidance and support to HRM stakeholders as they seek to invest in DoD IT business systems for the purpose of improving and transforming how they do business. Specifically, HRM Investment Management provides expertise in investment review, Enterprise Architecture, Pre-Acquisition activities, and Business Process Reengineering to help stakeholders demonstrate that each HRM investment is an appropriate use of resources, aligns to the Department’s vision and strategy, and also helps to achieve the Department’s shared goal of delivering agile, effective, and efficient business solutions that support and enable our warfighters.



Acquisition Analysis and Review provides the overarching HRM acquisition support and guidance to ensure system compliance with established policies, and ensures that the systems address the DoD HRM business needs, as appropriate. As part of the DoD acquisition process, HRM Acquisition Analysis and Review entails the review and analysis of all acquisition policy and documentation relative to HRM Major Automated Information Systems (MAIS). OUSD (P&R) manages the HRM Investment Portfolio and provides oversight and validation of HRM investments (per Title 10 U.S.C section 2222, DoD Directives 5124.02, 7045.20, and 8115.01). P&R IM defines and executes HRM Portfolio Management (PfM) on behalf of the USD (P&R). PfM is a business management tool that facilitates oversight and management of investments to ensure limited resources are optimally allocated. The HRM Portfolio includes covered* investments, capabilities, acquisitions (regardless of dollar amount), systems and initiatives that enable the business of HRM in the Department, and ensures they are in alignment with DoD goals and objectives. *Systems requiring certification include any business system with a total cost in excess of $1million over the period of the current future–years defense program, regardless of the type of funding or whether any development or modernization is planned.
