District Boundary Descriptions
Section 30-264 of the Code of Virginia directs
the Division of Legislative Services to prepare written descriptions of
congressional, Senatorial, and House of Delegates districts.
The description for each district first quotes the description
of the district provided in the Code of Virginia. The Code description
lists the whole localities contained in the district and then, for parts
of counties and cities included in the district, the precincts or parts
of precincts that make up the included part. The named precincts are not
the current precincts. Rather, they refer to the precincts in existence
on April 1, 2011, and used by the United States Bureau of the Census in
the 2010 census population reports and shown on 2010 census maps.*
For each partial county or city in a district, the description
next lists each road, stream, or other boundary feature that the district
line follows in dividing the locality. The boundary segment features are
named or otherwise identified with reference to the maps released by the
Census Bureau to accompany the 2010 census population data. If the census
map does not identify a feature by name, a supplemental source that does
name the feature may also have been used and the source is so noted.
The descriptions are provided for information purposes
only pursuant to ยง 30-264. The provisions of the Code of Virginia, including
the statistical reports referenced therein and on file with the Clerk
of the House of Delegates, are controlling in any legal determination
of the district boundary.*
*The language from the statute establishing
the new districts is as follows: "Parts of counties and cities listed
. . . are defined by reference to the 2010 Census reports for the precincts,
parts of precincts, and blocks listed for each . . . district in the Statistical
Report on file with the Clerk of the House of Delegates for the Act of
Assembly containing the final enactment of this section. Precincts shall
be interpreted to refer to those in existence on April 1, 2011, and as
reported by the United States Bureau of the Census in the 2010 Census
reports provided pursuant to United States Public Law 94-171, notwithstanding
subsequent changes made by localities."
