    Managing the Consequences of Domestic WMD Incidents

      Chapter 7 from ADR 2001, DoD Annual Report to the President and the Congress. Discusses units, capabilities, and responsibilities. Needs to be updated to take into account changes such as the creation of NORTHCOM and transfer of units/responsibilities to it from JFCOM.

    Joint Task Force - Civil Support (JTF-CS), HQ at Fort Monroe in Hampton, Va

      The mission of JTF-CS is to provide command and control for Department of Defense (DoD) forces deployed in support of the lead federal agency (LFA) managing the consequences of a chemical, biological, radiological, nuclear or high-yield explosive (CBRNE) incident in the United States, its territories and possessions in order to save lives, prevent injury and provide temporary critical life support.

      According to Chapter 7 of ADR 2001 (see above) other DoD assets which could be employed under JTF-CS command and control for domestic consequence management include but are not limited to -

      Chemical Biological Incident Response Force (CBIRF), 4th Marine Expeditionary Brigade (Anti-Terrorism)

        "When directed, to forward-deploy and/or respond to a credible chemical, biological, radiological, nuclear or high-yield explosive (CBRNE) terrorist incident in order to assist local, state or federal agencies and designated Commander's in Chief (CINCs) in the conduct of consequence management operations by providing capabilities for agent detection and identification; casualty search, rescue and personnel decontamination; and emergency medial care and stabilization of contaminated personnel"

      U.S. Army Technical Escort Unit (TEU) - now part of Guardian Brigade

        The Tech Escort missions include worldwide response for escorting, packaging, detection, and monitoring, rendering-safe, disposing, sampling, mitigating hazards and identifying weaponized and non-weaponized chemical, biological and hazardous material.

      Chemical Biological Rapid Reponse Team (CB-RRT), Aberdeen Proving Ground, MD - now part of Guardian Brigade

        The mission of the CB-RRT is: On order, deploy and establish a robust and integrated capability to coordinate and synchronize DoD's technical assistance (medical and non-medical) to support the Lead Federal Agency in both the Crisis and Consequence Management of a WMD incident or designated National Security Special Event. Focused on domestic, but responsive worldwide.

      Army Radiological Advisory Medical Team (RAMT), Walter Reed Army Medical Center

        Described in AR 40-13, Medical Support--Nuclear/Chemical Accidents and Incidents

      Air Force Radiation Assessment Team (AFRAT), Brooks Air Force Base

      and other support from military assets, as needed

    National Strike Force (NSF), U.S. Coast Guard

    • The National Strike Force (NSF) is a vital national asset comprised of a unique, highly trained cadre of Coast Guard professionals who maintain and rapidly deploy with specialized equipment and incident management skills. The NSF is recognized worldwide as experts in preparedness and response to mitigate the effects of oil discharges and hazardous substance releases. Our mandate is to assist and support Federal On-Scene Coordinators and Coast Guard Incident Commanders in their response and preparedness activities.

    Weapons of Mass Destruction Civil Support Teams (WMD-CST)

      According to Chapter 7 of ADR 2001 above, "Their mission will be to deploy rapidly, assist local first responders in determining the precise nature of an incident, provide expert medical and technical advice, and help pave the way for the identification and arrival of follow-on military support. Unless federalized, the CSTs will remain state National Guard assets that can be quickly accessed by proximate governors."

    Unified Command Suite (UCS)

      highly mobile, fielded communications system employed in support of the WMD-CSTs

    U.S. Army Guardian Brigade

      "includes the US Army Technical Escort Unit (TEU), the Chemical Biological Rapid Response Team (CBRRT), the Army Reserve Unit (ARU), and other elements. The brigade will be a rapidly deployable, WMD-specific organization able to simultaneously support two Combatant Commanders and Homeland Response requirements" (from Robert Morris Acquisition Center (RMAC) briefing)

    Army Element Reserve Unit -- Consequence Management (ARU-CM) - now part of Guardian Brigade

      The ARU-CM is being formed to respond to Department of Defense (DoD) consequence management (CM) operations related to domestic and overseas incidents involving weapons of mass destruction using Chemical, Biological, Radiological, and Nuclear (CBRN) materials.

    Air Force Rescue Coordination Center (AFRCC)

      The single point of contact for the coordination of federal resources involved in search and rescue (SAR) missions in all 48 Continental United States (CONUS), and in some cases, provides mutual assistance to Canada and Mexico.

    Air Force National Security Emergency Preparedness Agency (AFNSEP)

      oversees, and assists commanders in implementing the Air Force's NSEP Program to include Domestic Support Operations (DSO) and Continuity of Government (COG) programs. (from Air Force Mission Directive 57)
