Mr. McCullum serves as the Army Air Operations Group, Airfield Division Chief. He directs airfield operations activities for 56 personnel and oversees all policies and regulations relating to the Department of the Army airfield and heliport management in the National Capital Region on behalf of the Military District of Washington (MDW). He presides over aviation operations at Davison Army Airfield and Pentagon Heliport facilities, aircraft refueling operations, Quality Assurance Evaluation, airfield installation award programs, navigational equipment maintenance and procurement, weather and sustainment restoration and modernization requirements valued over $400M. Moreover, he serves as a liaison between MDW and Installation Management Agency (IMA) organizations to build common core alliances with congressional staffers and county zoning commission partners in support of the “Fly Neighborly” program. Additionally, he oversees aviation safety programs, Common Levels of Support and Common Output Level Services, airfield standardization, unmanned vehicle, airfield planning and operations, and specialty programs. Maintains direct coordination with USAASA, ATSCOM, and TRADOC to ensure IMA is kept abreast of all airfield issues, and ensure HQ guidance is disseminated to and correctly executed by regions. Directs airfield operational support, contingency planning and training with tenant organizations representing six Major Commands (FORSCOM, SOCOM, INSCOM, AMCOM, Army National Guard, US Army Reserves) as well as other organizations such as the FAA, USAF, USN, USMC, Air National Guard, and other Government Agencies to develop and sustain a comprehensive strategy to mitigate Airfield AT/FP vulnerabilities.

Mr. McCullum was born and raised in Titusville, Florida. He joined the Air Force in September 1987; served 24 years in various positions at the flight, squadron, group and MACOM levels prior to assuming his current position. His overseas assignments include Turkey, Germany and two tours to the Republic of Korea. His stateside assignments include bases in South Dakota, Florida, Colorado, New Mexico and Virginia.

Mr. McCullum resides in Woodbridge, VA. He is married to the former Christine Horting. They have six children; five girls and one son.
