Course Title: An Introduction to the Executive Branch Ethics Program: Helping Employee Relations Professionals Understand the Rules and Manage Risk

Course Description: In support of our ongoing effort to develop a highly skilled cadre of Employee and Labor Relations practitioners, OPM’s Partnership and Labor Relations center will offer the next installment of its Roundtable series, An Introduction to the Executive Branch Ethics Program: Helping Employee Relations Professionals Understand the Rules and Manage Risk. The presenters for this webcast are Patrick Shepherd, Lead Instructor, U.S. Office of Government Ethics and Wendy Pond, International Programs Specialist, U.S. Office of Government Ethics.

Workplace ethics are a cornerstone of efficient and effective government. Ethical behavior among Federal employees is made evident by establishing and fostering an ethical culture. Human resource practitioners play an important role to help ensure that agency managers understand ethics requirements. The U.S. Office of Government Ethics fosters high ethical standards for executive branch employees and strengthens the public’s confidence that the Government’s business is conducted with impartiality and integrity.

This presentation will provide an introduction to the mission and structure of the executive branch ethics program, the ethics laws and regulations, and best practices for managing the risk of ethical failure within organizations. The information presented will allow HR professionals to:

  • Recognize situations that implicate the ethics laws and regulations
  • Identify organizational characteristics that heighten the risk of ethical failure
  • Obtain concrete best practices for identifying and mitigating risk within their organizations
  • Know who to contact for assistance in applying the ethics rules
