The lawyer representative position assists the Federal Court to improve the administration of justice and works on the themes of the Ninth Circuit Judicial Conference. The representatives must be willing to attend committee meetings and the annual Ninth Circuit Judicial Conference. Generally, the lawyer representative serves as a liaison between the federal bar and the U.S. Courts.
Typical duties of the lawyer representative position include: serving as the representative of the bar to advance opinions and suggestions for improvement, making recommendations on the use of the Court’s non-appropriated fund, assisting the Court in the implementation of new programs or procedures, serving on court committees, and developing the curriculum, or serving as faculty, for training programs such as the annual District Bench/Bar Conference. The representatives may survey federal bar members about issues or concerns and recommend rule or policy changes.

Lori Nakaoka has been a criminal defense attorney since 1993. Her practice has included all aspects of criminal defense, both state and federal, with an emphasis on appellate and post-conviction litigation. In 2000, she began practicing immigration law, emphasizing family-sponsored immigration and defending detention and removal cases. She has been with the Law Office of Andrew Parnes since 1997.
Ms. Nakaoka graduated from University of California, Berkeley with degrees in Cultural Anthropology and Oriental Languages, and obtained her law degree from the University of California, Hastings College of Law. She is a member of the American Immigration Lawyers Association; The National Lawyer’s Guild; The National Immigration Project; and the Idaho Association of Criminal Attorneys. Ms. Nakaoka is licensed to practice law in California and Idaho.
A native of the West, Ms. Nakaoka was born in Colorado, grew up in New Mexico, and spent her young adult life in California. She moved to Idaho in 1996, and lives in Hailey with her husband, Scott Montgomery, CEO of Club Ride Apparel, and their two children, Clyde (15 yrs) and Sara (12 yrs). Two more children, Haley (18 yrs) and Elana (19 yrs) have graduated from high school and left home. Haley is a freshman at the University of British Columbia. Elana is spending a gap year in Austria and will be attending Georgetown University in the fall of 2015.

Nicole Hancock is a partner and a trial attorney in the Boise office. Nicole chairs Stoel Rives' Food and Agribusiness Initiative. April Linscott is one of four partners at Owens, McCrea and Linscott, where she practices general civil litigation focusing on litigation in employment law, real estate, business disputes and probate. Ms. Linscott is also a trained mediator. She has assisted her clients in achieving results whether through alternative dispute resolution, litigation or appeal.
Ms. Linscott graduated from the University of Idaho and obtained her law degree from the Gonzaga University School of Law. Ms. Linscott is an Advisory Member on the Post Falls Chamber of Commerce. She is licensed to practice law since 2004 in Idaho, District of Idaho, Idaho Supreme Court, U.S. Supreme Court and the Ninth Circuit.
She has participated in the Federal Court pro bono program by assisting self-represented litigants in their cases. Ms. Linscott currently serves on the Brown Bag CLE committee of the Idaho Chapter of the Federal Bar Association and has assisted in advertising, organizing and hosting luncheon series CLEs in the First and Second Judicial Districts.

Howard Burnett is a partner in the Hawley Troxell Ennis & Hawley LLP law firm. A native of Pocatello, Mr. Burnett graduated cum laude in Economics from Harvard University in 1972 (where he was Captain in his senior year of a Harvard lightweight crew that was undefeated in each of his four years of collegiate rowing competition), received a Master of Philosophy degree in Management Studies from Oxford University in 1974, and received his Juris Doctorate from the University of Pennsylvania Law School in Philadelphia in 1977. He worked for the Wall Street law firm of Sullivan & Cromwell (where his practice included antitrust, product liability and financial futures matters), until his return to Pocatello in 1985 to join Hawley Troxell (where his practice as the resident partner in the firm’s Pocatello office includes commercial litigation, transactional matters, and business counsel and advice, with particular experience in the semiconductor industry). Mr. Burnett has served in leadership positions for several community organizations in Pocatello, including fifteen years as a member and eleven years as Chairman of the Board of Governors of Bannock Regional Medical Center (now Portneuf Medical Center), and as a board member and President of the Rotary Club of Pocatello. His current recreational pursuits include playing the piano, mountain bicycling, downhill and cross-country skiing, and reuniting each October with his Harvard crew teammates to row competitively in the Senior Master Eights Division of the Head of the Charles Regatta in Boston.
