The following Requests for Proposals are currently available for vendors wishing to do business with the Office of the State Treasurer. These forms may be viewed online in Adobe Reader.

RFQs for:
(1) Co-Managing Bond Underwriters and Competitive Bidders  RFQ  

(2) Selling Group Members or Distribution Agreement Partners  RFQ

The State of Connecticut, Office of the Treasurer, is accepting proposals, on a continual basis, from qualified firms ("Respondent") interested in providing assistance in the distribution of financings to the State of Connecticut (the "State" or the "Treasurer") in connection with its major tax-exempt and taxable bond issuance programs, including:

  • General Obligation Bonds;
  • Special Tax Obligation Bonds;
  • University of Connecticut Bonding Program; and
  • Clean Water Fund Bonds

The State intends to use this continuous RFQ process to:

 (1) select co-managers for negotiated debt offerings managed by the Office of the Treasurer and qualify firms to bid on competitive offerings.  The Treasurer may employ a mix of both competitive and negotiated sale formats in the offering of the State's debt.  To be eligible to participate in or lead a syndicate for competitive sales, Respondents must be in compliance with the requirements of this RFQ.   RFQ

(2) Qualify selling group members or distribution agreement partners for on-going negotiated debt offerings managed by the Office of the Treasurer.   RFQ
