Privacy Policy

The Employment Training Panel (ETP) recognizes that privacy is fundamental right, without exception. Any personally identifiable information that is collected or maintained by ETP will be administered in strict compliance with the Information Practices Act of 1977 (Civil Code Section 1798.17) and the Federal Privacy Act (Public Law 93-579).

Personally Identifiable Information

ETP does not collect personally identifiable information except as needed. This type of information includes, but is not limited to:

  • Name
  • Social Security Number
  • A combination of information (e.g., birthdate and zip code and gender)

Security and Electronic Transmissions

ETP employs a variety of security controls for hard-copy printing and storage. The same is true for electronic data entry, storage and transmission. Examples of security controls include: secured storage areas and audit trails, password protection and user verification, data encryption and confidential transmissions.

Each electronic account maintained by ETP is protected by a user ID, password and PIN. Data submitted to ETP via this website or by e-mail is not encrypted or otherwise secured. Only data submitted via the https site is encrypted.

You are responsible for protecting the confidentiality of your user ID, password and PIN. In general, be aware that electronic transmissions are inherently not secure. Do not submit personally identifiable, confidential or proprietary information by electronic means unless you are willing to accept this inherent risk.

Public Records and Storage

ETP will not sell or distribute personally identifiable information to a non-governmental third party without authorization, except as required by law. ETP staff only uses this type of information on a need-to-know basis in order to provide information or services. However, some information regarding an individual's ETP-funded training may be disclosed to the public if it is specifically requested under the state Public Records Act (Government Code Section 6250). Personally identifiable information is generally exempt from disclosure.

ETP does not store or personally identifiable information any longer than is required by State of California record retention requirements. Once retention of this type of information is no longer required, if stored electronically then it is destroyed by purging or magnetic degaussing/erasing. If stored in hard-copy, it is shredded or removed by other means of confidential destruction.

Publication and Liability

Information published or distributed via this website may be copied and used by the public except for copyright-protected text, images and symbols. ETP assumes no liability for the improper or incorrect use of information that is published or distributed via this website. If you notice an error or omission in personally identifiable, confidential or proprietary information please contact ETP immediately. If you link to another website from here, you become subject to the privacy policy and conditions of that site.

Cookies and Session Identifiers

This website may place and subsequently retrieve simple text files called "cookies" that identify your time of date of access, and are sent with each visit you make to a subsequent web page or graphic. The cookie does not disclose personally identifiable information, and are only used to monitor activity on this website.

The cookie operates through a session identifier, which is a unique alphanumeric string randomly generated by the web server for each new visit. The session identifier itself contains no identifiable information. When you leave this website, close your browser or turn off your computer, the session identifier is destroyed and cannot be used again. It is flushed from your browser memory immediately and flushed from the ETP server after 20 minutes of user inactivity.

ETP uses cookies to authenticate users for interactive, customer-centered applications. This provides better customer service and security by allowing a user to be recognized throughout each website visit, and by expediting any request for information or other interaction with applications that are accessible via this website.
