Biography

There comes a great deal of pride being a lifelong resident and leader for The City of Paris. I am a graduate of Bourbon County High School. I attended Eastern Kentucky University and Kentucky Business College. I enlisted in the U.S. Naval Reserves and served active duty for 2 years. Upon my return I worked at the Lexington Bluegrass Army Depot as an outbound freight clerk. I joined IBM International as a Senior Buyer and continued employment thru the acquisition by Lexmark in which I retired from.

During my retirement I worked 14 years part-time for Paris Independent School system as a Financial Clerk, also working full time as the Park Director for the Bourbon County Fiscal Court. I was elected by the citizens of Paris to serve as a City Commissioner serving a term of 15 months I was then appointed by the Mayor and Commissioners to serve and lead our community as the City Manager.

My wife Angela (Harney) Plummer and I are celebrating 44 years of marriage; we have 3 children and 7 grandchildren. I have served 8 years as the ecclesiastical leader in church, volunteered as a youth leader, scoutmaster, and coached/ umpired baseball and softball for 35 years.



City Manager is an appointed city official who acts as the chief executive officer for the city. This individual is a professional who is employed by the city to run the operational affairs of the city on a day-to-day basis.

Some of the basic roles and responsibilities of a City Manager include Supervision of day-to-day operations of all city departments, oversight of all hiring, firing, disciplining and suspensions. Preparation, planning, monitoring, and execution of the city budget, submitting each year to the council a proposed budget package with options and recommendations for its consideration and approval.

The City Manager conceptualizes the needs of the City short-term and long-term. Public relations, such as meeting with citizens, citizen groups, and businesses, operating the city with a professional understanding of how all city functions operate together to their best effect. The City Manager conducts council meetings, but does not have voting rights.
