NOTE: Section 901 of the Fiscal Year (FY) 2012 National Defense Authorization Act (NDAA) outlines significant changes to defense business system investment management, which are being defined and implemented by the Office of the Deputy Chief Management Officer (ODCMO). As the defense business system investment review process evolves, P&R; IM or HRM Investment Management Team will continue to articulate what compliance means for stakeholders and will update all other communications products and resources as necessary.

Federal law expanding the scope of IRB review and approval to include any system that is projected to spend more than $1 million over the period of the future-years defense program (FYDP), including systems in sustainment (Operations and Maintenance funds). The $1 million threshold now includes both appropriated and non-appropriated funds.
