Executive Security Branch

Provides security for the Governor and Lieutenant Governor, their families and residences, and other dignitaries.

Administrative Division

The Administrative Division, under the command of Lieutenant Colonel Chad White, is comprised of the following branches:

Academy Branch, Drivers Testing Branch, Employee Assistance Program Branch, Facilities Security Branch, Financial/Grant Management Branch, Human Resources Branch, Highway Safety, Internal Affairs Branch, Inspections & Evaluations Branch, Legislative Security Branch, Public Affairs Branch, Properties Management, Recruitment Branch, Supply Branch and the Strategic Planning Branch.

Academy Branch:

Administers Cadet Training, Career Training and Specialized Training.  Also responsible for the development, monitoring and re-evaluation of these training programs and the Academy/Headquarters food services.

The Academy Branch is under the command of Captain Donald R. Wilson, Jr.

Driver Testing Branch:

Responsible for ensuring that only qualified persons throughout the state obtain a Kentucky vehicle operator's license and/or commercial driver's license (CDL) by administering a thorough examination to each applicant based upon Uniform Driver Test Standards. This branch shall also inspect and license all driver and CDL training schools.

The Driver Testing Branch is under the command of Captain Howard R. Rice.

Employee Assistance Program Branch:

This branch provides personal services to agency employees and their families, including stress counseling, spiritual guidance and referral services.

The Employee Assistance Branch is under the acting command of EAP Psychologist Charles Biebel.

Facilities Security Branch:

Responsible for maintaining security at designated state-owned or leased facilities and property.

The Facilities Security Branch is under the command of Lieutenant Jason A. Palmer.

Financial/Grant Management Branch:

This branch is responsible for all agency budget-related functions and special projects, fund transfers, account monitoring, agency purchase approvals, and the development, application, monitoring and report writing pertaining to all agency-related grants.

The Financial/Grant Management Branch is under the command of Lieutenant Jeremy S. Hamm.

Human Resources Branch:

This branch coordinates officer selection procedures, identifies potential applicants, provides career opportunity information, counsels prospective candidates in the application and selection procedures, and tracks applicants from application through selection.

The Human Resources Branch shall also be responsible for the administrative process related to agency personnel activities, personnel files retention and payroll records, and the issuing of personnel orders related to promotions, transfers, resignations, travel and disciplinary actions.

The Human Resources Branch is under the command of Amanda L Cloyd.

Inspections/Evaluation Section:

This branch is responsible for inspecting the agency's specific operational units and submitting reports concerning these inspection activities, to include identifying concerns within the unit, recommending plans of action, and following up on recommendations to assure appropriate resolution. The Branch shall also be responsible for monitoring the inspection activities of all other organizational components of the agency by way of coordinating self-reports and self-evaluation procedures and time lines.

The Inspections/Evaluation Branch is under the command of Captain Bobby Murray.

Internal Affairs Branch:

Provides the Commissioner with the assistance necessary to discharge his implicit duties relating to the maintenance of good order and discipline within the agency, ensures that the police mission of the agency is executed within the constitutional limits imposed by the United States and the Commonwealth, and serves as a clearinghouse and central repository for disciplinary records of agency personnel.

The Internal Affairs Branch is under the command of Captain Curtis R. Hall.

Legislative Security Branch:

Provides security for members of the Legislature and employees of the Legislative Research Commission.

The Legislative Security Branch is under the command of Lieutenant Jason A. Palmer.

Public Affairs Branch:

This branch provides technical assistance to agency Public Affairs Officers, including agency crime prevention activities and shall function as liaison between headquarters and the media. The Public Affairs Branch shall be responsible for the development of current and future prevention and education strategies and programs to combat illegal drug activity.

The KSP Highway Safety Branch coordinates highway safety programs focused on public outreach, education and enforcement for the agency. The branch is also responsible for administration and monitoring of OJJDP Enforcing Underage Drinking Laws Block Grant funds.

The Public Affairs Branch is under the command of Lieutenant Michael B. Webb.

Properties Management:

Responsible for headquarters copying services, mail services and maintenance services, as well as the process of storing real property records and property insurance files and coordinating new building construction, major renovations and space utilization analyses of agency facilities.

The Properties Management Branch is under the command of Captain Eric J. Walker.

Recruitment Branch:

Strategic Planning Branch:

The Strategic Planning Branch serves as the agency's research and planning division and is responsible for the ongoing monitoring and revision of the Kentucky State Police Strategic Plan and Kentucky State Police Written Directives. The Branch also ensures the strategic plan of the agency is aligned with the needs of state government and closely synchronized with the goals of the Justice Cabinet.

The Strategic Planning Branch is under the command of Angela L. Parker.

Supply Branch:

Responsible for the acquisition, disposal, storage, maintenance and distribution of equipment and supplies and maintaining associated records necessary for agency operations.

The Supply Branch is under the command of Lt. Marshall Johnson.

Commercial Vehicle Enforcement Division

The mission of Commercial Vehicle Enforcement Division is to encourage and promote a safe driving environment through education and safety awareness while enforcing state and federal laws and regulations, placing special emphasis on commercial vehicles. 

The Commercial Vehicle Enforcement Division is under the command of CVE Major Derek Shawn Hines.
This division is comprised of two operational troops: West Troop & East Troop.

West Troops

Responsible for Region 1, Region 2, and Region 3 and for providing and coordinating police and other related activities within their defined geographical areas.

East Troops

Responsible for Region 4, Region 5, and Region 6 and for providing and coordinating police and other related activities within their defined geographical areas.

Operations Division

The Operations Division directs the enforcement of criminal and traffic laws, investigates all reported complaints and criminal law violations and performs other functions deemed necessary for the protection of all citizens in the Commonwealth. 

The Operations Division is under the command of Lieutenant Colonel Steven J. Long.
This division is comprised of three operational troops: West Troop, East Troop, and the Special Enforcement Troop.

West Troop:

Responsible for Post 1, Post 2, Post 3, Post 4, Post 5, Post 12, Post 15, and Post 16 and for providing and coordinating police and other related activities within their defined geographical areas.

The West Troop is under the command of Major Jeremy V. Thompson.  Commanders of the posts listed above report directly to the Commander of the West Troop.

East Troop:

Responsible for Post 6, Post 7, Post 8, Post 9, Post 10, Post 11, Post 13 and Post 14 and for providing and coordinating police and other related activities within their defined geographical areas.

The East Troop is under the command of Major Sean P. Welch.  Commanders of the posts listed above report directly to the Commander of the East Troop.

Special Enforcement Troop:

The Special Enforcement Troop is responsible for directing the investigations of illegal drug trafficking and organized crime, to include white-collar, electronic and governmental incidents; coordinating the collection, analysis and dissemination of related intelligence; and maintaining liaison with other law enforcement agencies at the local, state and federal levels.

Under the command of Major Jeremy C. Slinker, the Special Enforcement Troop is responsible for the coordination, management and supervision of the Cannabis Suppression, West Drug Enforcement Special Investigation, East Drug Enforcement Special Investigation, Aircraft Support, Vehicle Investigations and Special Operations Branches.

Cannabis Suppression Branch:

Responsible for providing specialized support to local, state, and federal law enforcement agencies in the area of domestic cannabis eradication and suppression activities. In addition to the full-time duties and responsibilities involving the detection of indoor and outdoor cannabis cultivation, the Cannabis Suppression Branch will coordinate and supervise the activities of the seasonal marijuana eradication teams.

The Cannabis Suppression Branch is under the command of Lt. Brian D. Sumner.

West Drug Enforcement Special Investigation Branch:

Responsible for detecting, investigating and apprehending individuals who violate laws pertaining to illicit drugs and who attempt to divert legitimate drugs for illegal use. This branch will maintain liaison with other law enforcement agencies at local, state and federal levels and develop future strategies combating illegal drug activity within its geographical area.

The West Drug Special Investigation Enforcement Branch will be primarily responsible for these identified functions that occur within the geographic areas defined as: Post 1, Post 2, Post 3, Post 4, Post 5, Post 12, Post 15, and Post 16

The West Drug Special Investigation Enforcement Branch is under the command of Captain Sean L. McKinney.

East Drug Enforcement Special Investigation Branch:

Responsible for detecting, investigating and apprehending individuals who violate laws pertaining to illicit drugs and who attempt to divert legitimate drugs for illegal use. This branch will maintain liaison with other law enforcement agencies at local, state and federal levels, and develop future strategies combating illegal drug activity within its geographical area.

The East Drug Enforcement Special Investigation Branch is under the command of Captain Darren S. Stapleton.

Aircraft Support Branch:

Responsible for the operation, maintenance, coordination and management of agency aircraft.

The Aircraft Support Branch is under the command of Captain Kevin S. Minor.

Vehicle Investigations Branch:

The Vehicle Investigations Branch is involved with major thefts of automobiles, construction equipment and watercraft. It performs confidential Vehicle Identification Number (VIN) inspections for the Transportation Cabinet. It also provides instruction on identification of stolen vehicles to personnel with the Kentucky State Police and other agencies within and outside of the Commonwealth.

The Vehicle Investigation Branch is under the command of Sgt. Bobby Motley.

Special Operations Branch:

The Special Operations Branch provides specialized support and assistance to agency and local law enforcement components, and shall include the Special Response Team, as well as the Hazardous Devices/Materials and Canine Sections.

Technical Services Division

The Technical Services Division, under the command of Lieutenant Colonel John M. Bradley is comprised of the following branches:

Forensic Division and the Chief Information Officer.

Forensic Division

The Division of Forensic Services is responsible for coordinating and managing activities of the Central Laboratory, Eastern Laboratory, Jefferson Laboratory, Northern Laboratory, Southeast Laboratory, & Western Laboratory.

Each of the Branch Commanders within this division report directly to the Director of the Division of Forensic Services - Captain Derek R. Grant.

Central Laboratory Branch

Conducts examinations of evidence submitted by this agency, and local agencies, in support of the state criminal justice system. The Central Laboratory Branch provides toxicology and drug analysis, trace analysis, forensic biology, DNA database, firearms identification, and the breath alcohol maintenance services. The Polygraph Section is contained within the Central Laboratory Branch and shall be responsible for administering polygraph examinations to applicants of the Kentucky State Police and, as needed, providing support to criminal investigations and internal administrative procedures.

The Central, Jefferson and Western Laboratory Branches are under the command of Lt. Mark Mayes.

The Chief Information Officer

The Chief Information Officer (CIO) of the Kentucky State Police is Major Barry Shane Bates.

The CIO directs and coordinates the development and operation of computer-related systems for the agency; conducts cost analyses for computer hardware, software and vendor services; provides guidance for short and long-range planning for all technological-related needs and provides representation for the agency on various evaluation groups. 

The Chief Information Officer (CIO) coordinates and manages activities of the Criminal Identification & Records Branch, as well as the Communications & Computer Technologies, Intelligence, and Headquarters Communications Center Branches

Communications & Computer Technologies Branch

The Communications Branch shall be responsible for providing technical expertise for specifying, purchasing and maintaining communications system equipment; and for providing necessary training to telecommunications and officer personnel in the proper operation of radio equipment and other methods of computer communications.

The Computer Technologies Branch is responsible for inter-state and intra-state computerized communications; on-line inquiry into state and national stolen and wanted files by police agencies throughout the state; and other computer technology services for the agency.

Electronic Crimes Branch provides forensic-based computer examination and technical assistance in electronic crime investigations to other sections, posts, and law enforcement agencies.

The Electronic Crimes Branch is under the command of Lt. Jeremy Murrell

The Communications & Computer Technologies Branch is under the command of Captain Michael T. Kidd.

Criminal Identification & Records Branch

This branch shall maintain fingerprint files on arrested persons; verify the identity of people through fingerprint comparison; provide quality control of the submitted fingerprint cards; and process investigative evidence. Further, this Branch shall determine if latent fingerprints of value exist, and compare latent fingerprints with fingerprints on file in the Automated Fingerprint Identification System (AFIS) and/or with inked impressions of known suspects.

The Branch shall also be responsible for receiving, analyzing, and maintaining records of traffic accidents, law enforcement activities, criminal cases and statistics, criminal history and identification documents. Finally, this Branch shall be responsible for the development and revision of agency forms.

The Criminal Identification and Records Branch is under the command of Captain Anthony B. Taulbee.

Headquarters Communications Branch:

Responsible for coordinating the limited radio communications for Headquarters Staff, Specialized Units, and other agency users when necessary, and acting as the state control terminal for the appropriate entry and dissemination for LINK/NLETS messages and entries. The Headquarters Communications Branch shall also notify the command staff of any critical incidents or requests for services that may need their approval and any matters pertaining to Homeland Security.

The Headquarters Communications Branch is under the direction of Ms. Leslie Anderson.

Intelligence Branch:

Responsible for collecting, analyzing and disseminating intelligence information in an orderly manner; maintaining custody of the intelligence files; and entering into formal security agreements with other law enforcement agencies concerning the exchange of intelligence information. This Branch shall also be responsible for examining motor vehicle documents and providing motor vehicle data to all law enforcement agencies on request.

The Intelligence Branch is under the Acting Commander of Lieutenant Jeremy E. Murrell.
