Category Management Policy 16-1: Improving the Acquisition and Management of Common Information Technology: Software Licensing

This latest memo from the US Chief Acquisition Officer and the US Chief Information Officer at the Office of Management and Budget (OMB) discusses the fragmentation and inefficiencies arising from the sheer amount of yearly transactions, and that due to the fact that most agencies do not have a designated central oversight authority to manage software agreements, inventories are inaccurate, unneeded materials are often purchased, and many agencies are still not sharing pricing and terms and conditions to facilitate better purchasing power. These and other IT category management and software licensing challenges are covered in this memorandum which follows recent OMB guidance regarding new requirements for purchasing desktops and laptops.
