Automated Review System
(MEARS) was originally developed as a result of the Department of Defense (DOD) Continuous
Acquisition and Life-Cycle Support (CALS) initiative. MEARS was conceived from a
set of CALS performed in FY90 by the MICOM CALS office. These studies demonstrated
potentially large savings in the area of Engineering Change Proposal (ECP) automation.
A prototype of MEARS was demonstrated in August 1991, with version 1.0 being released
in September 1993. To date, several updated versions have been released, with each
adding new functionality. Over the years, MEARS has matured into a product that
supports both configuration management and contract management processes.
