Who We Are
MEARS is a flexible, Software as a Service (SaaS), application that specializes in Configuration Management, Change Management, and Contract Data Requirements List (CDRL) Management.

What We Do
MEARS manages the creation, change and archive of all information in a centralized or distributed data repository (securely or in a secure environment) and provides easy access to all users via visual collaboration capabilities.

Why We Do It
MEARS does it to provide an efficient, cost effective solution to facilitate configuration and contract management. This helps to ensure operational readiness and for the Department of Defense Warfighters, Homeland Security, and other Government agencies.

History of MEARS

Multi-User ECP Automated Review System (MEARS) was originally developed as a result of the Department of Defense (DOD) Continuous Acquisition and Life-Cycle Support (CALS) initiative. MEARS was conceived from a set of CALS performed in FY90 by the MICOM CALS office. These studies demonstrated potentially large savings in the area of Engineering Change Proposal (ECP) automation. A prototype of MEARS was demonstrated in August 1991, with version 1.0 being released in September 1993. To date, several updated versions have been released, with each adding new functionality. Over the years, MEARS has matured into a product that supports both configuration management and contract management processes.

Customers

MEARS has over 40 PM Office users that support offices in all branches of the Armed Forces, the Department of Homeland Security, and numerous defense contractors.

In a time such as this, when we are fighting a global war against an ever-changing enemy, efficiency and effectivity have never been more important. At MEARS we understand the importance of Engineering Change Process in preserving U.S. military dominance on the modern battlefield. We also understand the importance of an efficient and robust CDRL creation, tracking, and review process to maintain the most detailed and accurate system requirement delivery from the manufacturer.

A vital component of our quest for effectiveness is the constant communication we receive from our customers. In the past few years, MEARS has progressed significantly, thanks in no small part to customer input. MEARS is a Government off-the-shelf (GOTS) application that is totally funded by our DoD and DHS customers. Far from those early days in the 1990s of supporting a couple of Army programs, today we support elements in the Air Force, Navy, Missile Defense Agency (MDA), Marine Corps, Coast Guard, and Army. We have 5,000 government, contractor, and FMS users around the world using our web-based application.

MEARS is compliant with DoD standards and policies, such as MIL-HDBK-61A and MIL-STD-973 and its successors. We are certified on the Air Force network, the Navy/Marine Corps Intranet (NMCI), and Army networks.
