Resources for Contractors
The Office of Victim Services (OVS) collaborates with
victim assistance professionals, criminal justice personnel, law
enforcement, and medical, mental health, funeral, and other community
providers to ensure:
Connecticut will be a state where all
victims of crime are treated with respect and fairness and receive
comprehensive, coordinated, and victim‑centered services.

OVS receives state and federal funding to contract
with non-profit and public organizations to provide services to crime
victims and their families, including:
The mission of the Office of Victim Services is to provide
statewide leadership and the highest quality advocacy, services,
and education guided by the individual crime victim’s experience.
- Information and referrals;
- Criminal justice support and advocacy;
- Therapy;
- Safety planning; and
- Group treatment and support.
Federal funding is provided by the U.S. Department
of Justice, Office for Victims of Crime (OVC) Victims of Crime Act
(VOCA), Victim Assistance Program. State funding is disbursed from the
Connecticut General Fund and the Criminal Injuries Compensation Fund.
All services provided with contracted funds are at no cost to crime victims.

Funds are awarded through the Request for Proposal process.
Direct service contracts are for a period of 3 years with additional
extensions possible depending on the amount of federal funds awarded by OVC
and the state funds appropriated by the Connecticut Legislature.
Contracts run on the state fiscal year of July 1 to June 30.

Grants Management
The OVS Fiscal Unit is responsible for monitoring contract and subcontractor activities to
ensure agencies comply with an awarded contract and funding guidelines and regulations.
To accomplish this task, the Fiscal Unit conducts onsite monitoring and requires contracted agencies to submit
reports related to the services provided with grant funds.
Onsite Contract Monitoring
Fiscal Unit staff will conduct onsite contract monitoring, which includes reviewing
expense reports, data collection systems, client files, and other
documentation and processes to ensure that the required financial and
statistical data is being recorded and congruent with federal and state
grant guidelines and requirements.
Agencies will be notified by the Fiscal Unit approximately 45 days prior to a scheduled monitoring visit.
Progress Reports
Contractors and subcontractors are required to
submit quarterly financial and statistical reports and semi-annual progress
reports to document the services being provided with grant funding.
These reports are required by OVS to ensure that agencies are meeting
their contractual and compliance obligations. (Contract payments
cannot be processed until the reports are received.)

Training
Newly hired VOCA contractor staff that are responsible
for the statistical and progress reporting must attend the Recordkeeping and
Reporting training held at OVS Central Office in Wethersfield. In
addition, newly hired staff who will provide victim compensation claim assistance
must attend the Compensation 101 training. To register for an upcoming
