Ohio's Medical Reserve Corps and Emergency System
for Advance Registration of Volunteer Health Professionals

Ohio's Emergency System for Advance Registration of Volunteer Health Professionals (ESAR-VHP) database, the Medical Reserve Corps and the Citizen Corps programs have been reorganized. Going forward, the Ohio Department of Public Safety, Ohio Emergency Management Agency (OEMA) will manage the Citizen Corps programs and the Ohio Department of Health (ODH) will continue to manage the Medical Reserves Corp (MRC). Volunteer liability legislation (Section 121.404, ORC) is still in effect but is being rewritten to provide shared responsibilities for the programs with OEMA and ODH. If you are registered as a volunteer, every three years you must complete training from a list of approved sessions. As of October 2010, ODH is in the process of creating a new website, www.ohioresponds.ohio.gov as a shared site for OEMA and ODH to replace www.serveohio.org. The new site will have the listing of approved trainings as well as a calendar of events that will include drills, trainings, exercises that are posted by local unit leaders.
