The County Engineer administers the County Highway Department to assure the effective delivery of transportation related services in accordance with County Board policy and state statutes.
The County Engineer plans and coordinates the development of the county highway system to effectively provide safe, convenient and economical movement of people and goods on the county highway system. Upon request, the County Engineer provides advice on road maintenance and construction to the 15 Township Highway Commissioners of Clinton County. In accordance with state statues the township highway commissioners must obtain approval in writing from the County Engineer for the installation of traffic control devices and to any contract or purchase over $20,000.00.
The Highway Department is responsible for the operation and
maintenance of the County Road and
Bridge System including
the following services:
Pavement repair including pothole patching and crack sealing
Bituminous resurfacing and sealcoats
Drainage maintenance and improvement
Installation of new entrance culverts
Inspection, Maintenance and repair of bridges
Sign installation and repair
Snow and ice control
Right of way mowing
Additional Services of the Highway Department:
Administers the motor fuel tax program for the townships
Obtains state and federal funds for the county and township highway and bridge projects
Approves the plans and monitors the construction of new subdivision
roads to assure compliance with the county subdivision regulations
Approves permits for utilities located on county highway right of way
Obtains traffic counts on county and township roads
Surveys, prepares plans, specifications, cost estimates, agreements, environmental
reports, and other necessary documents for county and township road and bridge projects
Construction surveying and inspection for road projects to insure the proper execution of contracts, and assure quality workmanship and materials
