DOT HR Policy by Alphabetical Subject | DOT HR Policy by Chapter NumberMost of our DOT HR Policy in the past twenty years has been issued through the Departmental Personnel Manual System (DPM). It was originally based on the Federal Personnel Manual System (FPM). After the FPM was abolished in 1992, DPM chapters have been written to supplement the Office of Personnel Management's regulations found in Title 5 of the Code of Federal Regulations (5 CFR). Thus, the numbers for DPM Letters, Bulletins, and Issuances correspond to the relevant Part in the CFR. As policy has been updated on specific HR topics, the new DOT guidance has been issued in DPM Letters . Temporary guidance and policy, such as Pay Tables, are issued in the form of DPM Bulletins. Inserts that reference the old FPM System are called DPM Issuances. All three forms of DPM Policy are organized by Chapter Number followed by their individual subchapter numbers. This allows you to see at a glance which letters have been most recently issued. Other forms of Policy from the DOT Human Resources Division are; Departmental Orders, which were issued by the Secretary of Transportation, and Policy Memoranda.
