Funding Limitations

To ensure optimal targeting of Panel funds and support the State's critical industries, the following funding limitations are in effect:

  • Limited training for non-frontline workers (i.e., managers and supervisors). Applicants seeking to train managers/supervisors must justify how that training supports the training being provided to frontline workers in the same project.
  • A moratorium on budget-based contracts.All contracts to be reimbursed based on ETP's fixed-fee training rates. Budget-based contracts are not allowable given their higher costs. This restriction does not apply to economic development proposals described under CCR Section 4202.2, "Critical Proposal."
  • A moratorium on funding training for truck drivers. This restriction does not apply to direct employer contracts when training is in additional (non-driving) skills that are part of a larger curriculum; nor to training that is the result of business/labor collaboration, with clear employer support and involvement.
  • Lowest funding priority for training in the adult entertainment industry. This applies to businesses including adult media services, e.g., publications, videos, software, and Internet; and card rooms and casinos.
  • A moratorium on the funding of structured-on-site training
  • An indefinite moratorium on the funding of Welfare to Work (W2W) training. This population can be served under the Special Employment Training program for workers with barriers to full-time employment, along with other individuals with barriers to employment.
  • A moratorium on the funding of security guard training.
  • A moratorium on the funding of training for employees of training agencies. (Note: This moratorium has been in effect since February 24, 2000 when the Panel determined that funding training for employees of training agencies is inconsistent with Panel priorities.)
