Q.  Why are all hardwood existing vegetation types coded with a canopy base height of 10 meters (raster value of 100 meters * 10)?

Most fire behavior analysts prefer not to simulate canopy fire in hardwood systems. In short, most stands of deciduous trees (such as Populus spp.) do not burn in the canopy unless there are significant ladder fuels underneath.
