USAID STAFF CARE PROGRAM'S PARTNERSHIP WITH THE FEDERAL EMPLOYEE EDUCATION ADMINISTRATION (FEEA)

FEEA - USAID Child Care Subsidy Program
The USAID Child Care Subsidy Program, a family friendly initiative, is designed to support qualified lower income USAID employees. This pilot program will provide subsidies, as funding permits, to full time employees whose total adjusted gross family/household income is $89,900 or less, and whose children are age 13 or younger (or disabled child under 18). By law, the Subsidy is available to only United States Direct Hire (USDH) employees whose children are in licensed and/or regulated child care facilities. The Subsidy is paid directly to the child care provider. The FEEA was selected to manage USAID's program. The application process is simple and we encourage all eligible employees to apply. Childcare may be full-time or part-time care that is center- based or home-based and includes summer programs and before and after-school programs as long as they are licensed and/or regulated. FOH - Ronald Reagan Building Health Unit

Currently, the USAID Staff Care Program is in a dialogue with FOH to address the fitness facility needs of State Annex (SA) - 44.

FOH - USAID Staff Care Work-Life Program
The USAID Staff Care's Work-Life Services provide expert consultations, pre-screened referrals to local resources, and comprehensive educational materials to help employees and their dependents manage day-to-day responsibilities and life events. These services address dependent care needs (emergency backup care for childcare and eldercare) which play a significant role in managing work/life balance and productivity. Fifty-four percent of federal government employees have either child care or adult dependent care needs or both (2006 OPM Survey). FOH - USAID Staff Care Wellness Program
Staff Care's Wellness Program offers a comprehensive range of services to help employees address health management goals, such as identifying health risks, disease prevention and self-care. The program also assists employees with making decisions that lead to healthier lifestyles and better management of health conditions. There is free access to the gyms at the RRB and the RRB Health Unit, as well as challenges, lunch and learns, and online nutrition trackers and health assessments. The Wellness Program also oversees a lactation program for nursing mothers. STATE - Alcohol and Drug Awareness Program (ADAP)
ADAP is part of State's Employee Assistance Program that also provides services to all DOS and USAID employees (Civil Service [CS] and Foreign Service [FS]) and family members. ADAP provides prevention, education, diagnosis, and treatment services for substance use problems. According to the U.S. CFR patient information obtained by ADAP is held in "strict confidentiality." STATE - Deployment Stress Management Program (DSMP)
DSMP provides information, education, referrals, initial assessment and brief treatment for problems related to the stress of deployment to high threat areas, unaccompanied tours, overseas crises and other stressful situations encountered by Foreign Service Officers, family members and State and USAID employees overseas.   1. Mandatory - High Stress Assignment Out-Briefing - This mandatory course is held at the Foreign Service Institute (FSI) for staff returning from Critical Priority Countries (CPC). Direct hire staff are scheduled through their USAID Human Resources Staffer. Non-direct hire staff members are scheduled through their USAID Mission's Training Coordinator or through the Administrative Management Services (AMS) Officer (for help contact FSI at 703-302-7272). STATE - Employee Consultation Services (ECS)
ECS, located in State's Colombia Plaza, SA-1, Room L217, is State's official Employee Assistance Program and is available to USAID direct hires. ECS has five licensed clinical social workers who provide counseling services, resources and referrals for all staff and family members. ECS offers consultation to families with special needs children prior to post approval; medical clearance recommendations; administrative support for family maltreatment; learning assessments; review requests for compassionate curtailments; and assignment waivers. STATE - Family Liaison Office (FLO)
The Family Liaison Office (FLO) is located in the Department of State (State or DOS) and serves USAID and State employees and their eligible family members. The FLO provides Unaccompanied Tour Support; helps to address Family Member Employment; and supports employees and their eligible family members adjust to special changes of work-life balance that may involve either personal and/or work challenges at post.

STATE - FSI Program for Families with Children with Special Needs
The employee is required to consult with State MED and the Employment Consultation Social Workers.

  1. In a collaborative approach, the parent will seek to provide MED ECS with documentation from appropriate professional describing the special educational and or emotional needs related to the special need condition and what accommodations will be needed at the gaining post.
  2. The employee has responsibility to identify the school at the gaining post where they wish to enroll their child and have the respective school staff review the current needs and or other required services for the child as indicated.
  3. The proposed school reviews the reports describing the special educational needs of child and offers a good faith statement of suitability and availability of school to accommodate needs of the child.
  4. If special services such as speech therapy, occupational therapy, and or behavioral therapy are need, a note from the local Regional Medical Officer and or Health Unit staff to confirm availability of such service providers will help expedite post approval if confirmation that the need for special services outside of the school setting is available.
  5. The above required action steps will enable MED ECS to accomplish accurate and expedited consultation in support of the post assignment approval and medical category clearance actions.
