NRL MRY resides on the Naval Postgraduate School Annex which managed by Naval Support Activity Monterey.

To access the Installation and NRL MRY buildings without escort, you must recieve both Gate approval AND Facility approval.

CAC holders/Dependent/Retiree ID holders DO NOT have to obtain Gate Access approval. However, all visitors must be granted Facility access via a Visit Request to enter NRL spaces even with a CAC/Military ID.

Regardless of access type, NRL MRY sponsors are completely responsible for the actions of their guest(s) at all times and ensure their guests receive a visitors badge from security.  


NRLMRY / ANNEX GATE ACCESS:

The Annex Gate to access NRL Monterey is controlled and enforced by Naval Support Activity Monterey Police Department (NSA-Monterey).

ALL VISITORS (GUESTS, VENDORS, ETC.) REQUESTING UNESCORTED ACCESS MUST BE VETTED PRIOR TO BEING GRANTED ENTRY ONTO THE INSTALLATION. SOCIAL SECURITY NUMBER AND DATE OF BIRTH ARE REQUIRED.

The most reliable method to ensure the guest(s) is (are) granted access through the Gate is for a Federal sponsor escort them on personally.

Gate Access - Services for vendors are located at the NPS Sloat Main Gate. Please contact the office at 831-656-3477 or 3643 Mon-Fri 0700-1530 hrs. Regular visitors may call NRLMRY Security for assitance at 831-656-4729.

United States Military Active and their dependents, Retired military and Civil Service members who possess valid DoD identification cards are Trusted Agents. A Trusted Agent and all occupants in the Trusted Agent's automobile can enter the base if the Trusted Agent shows a valid DoD ID card at an the gate or if they escort them via a pedestrian gate.

Occupants in a Trusted Agent's automobile or walking aboard with a Trusted Agent do not have to sign in at the gate, but must stay with their sponsor at all times and be escorted to the Badge office to recieve a badge.

All other gate access policies remain in place. Again, Trusted Agent applies only to U.S. Active duty and their dependents/retired military, Reservist and Civil service employees with U.S. DoD ID cards.

Contractors and guests are NOT Trusted Agents, they may not escort at any time.

NRLMRY BUILDING ACCESS:

A visit request is required for anyone accessing NRL Spaces. Visitors (whether being escorted through the Gate or passed through on their valid ID cards) must check in with 715 Security  and receive/wear a Visitor Badge while on the compound. Anyone not previosly vetted will be escorted at all times.

All visitors to NRL Monterey (except official visitors representing foreign governments) must submit a Visit Request Form at least 3 days prior to their visit, non-US citizens must submit no later than 10 business days before expected arrival. All visitors must present a valid government issued photo I.D. to Security.

Individuals with a DoD military or civilian Common Access Card (CAC) are required to submit a Visit Request for facility access.

Use NRL Monterey's Visit Request form, or OPNAV Form 5521/27. Contractors must use their organization's form with thier official letterhead, or OPNAV Form 5521/27. All hard copy Visit Requests must be signed by an authorized official in your Security (FSO), or Administration. Failure to meet lead time requirements may result in delays in accessing the NRL Campus, or possibly denial of entry.

If you have JPAS access, send Visit Requests to FNMOC, to SMO Code 631345 (N631343 for SCI Access) and inform NRL Security via e-mail security@nrlmry.navy.mil that you have done so.

Exception: Official Visits by Foreign government representatives

Official visits by foreign nationals representing their government departments or agencies must be arranged through the Navy International Program Office (IPO) at least 30 days in advance of their visit. Foreign government employees or representatives must contact their country's embassy in Washington, DC to initiate this process. See the Navy IPO link for details: http://www.nipo.navy.mil/faqs. (Exception: Official Canadian visitors should submit a Visit Request Form and a copy of your DD Form 2345 (Military Critical Technical Data Agreement) directly to NRL MRY.)

Note: Official visitors wishing to visit both FNMOC and NRL-MRY must submit separate Navy IPO requests for each site.

Getting Here and Getting Around

Monterey has a small and convenient airport, which is serviced by several commercial carriers. Other options include San Jose International Airport (SJC), which is a little over an hour's drive to the north, and San Francisco International Airport (SFO), which is about a two hour drive (depending on traffic). Shuttle service is available to/from downtown Monterey (for a fee) from both SJC and SFO. One-way rental cars with no drop-off charges between Monterey airport and either SJC or SFO are also available from several major car rental agencies. There is a public transportation system on the Monterey Peninsula (Monterey Salinas Transit buses), but routes are fairly limited and sometimes serviced infrequently, so you would want to check with your hotel or with MST if you plan to rely on public transportation (the nearest bus stop to our campus is about 4 blocks away). Basically, having a rental car will make it much easier to get around.

Checking In

We are not located at the Naval Postgraduate School (a common mistake).

The Airport Road Gate hours are Monday-Friday 0700-1600, Saturday-Sunday/Holidays are  Closed (Gates hours and operations are subject to change at any time due to Force Protection needs.)

Depending upon the threat level, and/or time of day, you may find the main gate closed when you arrive. If that is the case, there is a phone available so you can ring the gate guard or FNMOC CDO to open the gate. If your name is on the Gate access list for that day (see Gate Access above), the gate guard will allow you to enter the compound and can direct you to parking. Drivers of rental cars must present their current rental agreements to gain entry and all cargo vehicles will be inspected before entry is permitted. Visitors are required to check-in with the security in the lobby of Building 702 (on your immediate left as you enter the main gate) OR Building 715 (NRL MRY). There is a telephone in the lobby for use to let your POC know you have arrived.

NRL's actual address is not available in "Google Maps". When querying "Google Maps", enter "770 Airport Road, Monterey, CA" and you will receive approximate directions to the main gate. You can also see our Visitor Handout for printable maps and refernce to local resources.

Proper identification is required. Entry into the facility requires proper identification. US Government CAC or DBIDS card is the preferred form of identification. Non-CAC Card holders can use valid state driver's license, Permanent Resident Card (Green Card), or passport. Foreign Nationals must present their passports to enter the NRL/FNMOC Campus.

Local Accommodations

The Monterey County Convention and Visitors Bureau provides extensive information about local lodging, restaurants, events, and attractions for you or your travel companions to enjoy in the Monterey County area during your visit. Since this is a resort area, it's advisable to make your reservations as early as possible, particularly in the summertime or when major events are taking place in the area.

Traveling on Government Orders

If you are traveling on government travel orders, you are eligible for government rates at participating hotels. A number of hotels/motels in the local area, especially those near NPS and NRL, offer government rates that are within the per diem allowance for lodging in the Monterey area, particularly in the "off-season". If you are having difficulty locating such rates, please contact us (831-656-4721) and someone will try to assist you.

If you are a DOD employee, there is a Bachelor Officers' Quarters (BOQ) located on the park-like grounds of the Naval Postgraduate School (NPS) in historic Hermann Hall, which at one time was the luxurious Del Monte Hotel and resort. Rates are very reasonable and VIP accommodations are particularly nice. To check on room availability and to make reservations, call the BOQ directly at 831-656-2060.
