U.S. State Government Resources

Comprehensive List of State Energy Offices
This list, courtesy of the National Association of State Energy Officials, will link you to the energy office in your state. Many State Energy Offices maintain useful information and programs for energy savings.
Association for State Energy Research and Technology Transfer Institutions (ASERTTI)
ASERTTI is a 501.c.3 organization that works with the National Association of State Energy Offices (NASEO) but does not officially represent the governors, though some ASERTTI members are also from State Energy Offices (SEO). ASERTTI's mission is to increase the effectiveness of energy research efforts in contribution to economic growth, environmental quality, and energy security by collaborating on research projects with state, federal, and private partners; and by sharing technical and operational information among members and associates.
California Energy Commission (CEC)
The California Energy Commission is the state's primary energy policy and planning agency. Created by the Legislature in 1974 and located in Sacramento, the Commission has the following responsibilities:
  • Forecasting future energy needs and keeping historical energy data.
  • Licensing thermal power plants 50 megawatts or larger.
  • Promoting energy efficiency through appliance and building standards.
  • Developing energy technologies and supporting renewable energy.
  • Planning for and directing state response to energy emergency.
  • Overseeing funding programs that support public interest energy research; advancing energy science and technology through research, development and demonstration; and providing market support to existing, new and emerging renewable technologies.
California Air Resources Board (CARB)
The California Air Resources Board is a part of the California Environmental Protection Agency, an organization which reports directly to the Governor's Office in the Executive Branch of California State Government. Their mission is to promote and protect public health, welfare and ecological resources through the effective and efficient reduction of air pollutants while recognizing and considering the effects on the economy of the state.
(California) Center for Sustainable Energy
The mission of California's Center for Sustainable Energy is to foster public policies and provide programs, services, information and forums that facilitate the adoption of clean, reliable, renewable, sustainable, and efficient energy technologies and practices.
California Institute for Energy Efficiency (CIEE)
An innovative University of California partnership of energy agencies, utilities, building industry, non-profits, and research entities designed to advance energy efficiency science and technology for the benefit of California and other energy consumers and the environment. CIEE is a branch of the University of California Energy Institute.
California Public Utilities Commission (CPUC)
The California PUC regulates privately owned electric, telecommunications, natural gas, water and transportation companies, in addition to household goods movers and rail safety.
(California) San Diego Association of Governments (SANDAG
The 18 cities and county government are SANDAG serving as the forum for regional decision-making. SANDAG builds consensus, makes strategic plans, obtains and allocates resources, plans, engineers, and builds public transportation, and provides information on a broad range of topics pertinent to the region's quality of life.
(Florida) Built Environment Center (BEC)
The Built Environment Center serves as a "one-stop service center" on the Florida Communities Network for issues related to "Buildings and Facilities", "Infrastructure", "Open Space", and "Urban and Community Design".
Florida Design Initiative (FDI)
The Florida Design Initiative's mission is to help design professionals and building owners reorient the building industry toward a new standard of practice including the design and construction of high-performance, energy-efficient buildings through better design practices, building commissioning and life-cycle costing. FDI has re-designed the look and navigation of their website to make more resources easily available to the public. Since March 1996, FDI has been publishing e design Online to promote "best practices" in building design and delivery processes. FDI has also been managing the Built Environment Center (BEC) on the Florida Communities Network. Originally designed to be a hub for all state agencies involved with the built environment, the BEC contained information and resources on building design and delivery. This information is now available here, at the e design Online portion of their website.
Florida Solar Energy Center (FSEC)
The Building Design Assistance Center (BDAC) at FSEC promotes energy-efficient building design in Florida. BDAC provides the architectural and engineering community with free design assistance through plan reviews, building energy simulations, development of construction details, and assists with the selection of appropriate materials and equipment. Activities are sponsored by the Florida Energy Office.
National Association of State Energy Officials (NASEO)
Issues of concern to the National Association of State Energy Officials (NASEO) include electric and gas utility, transportation, buildings, research, economic development, environmental, energy efficiency, renewable energy and other energy-related matters. For more than a decade, NASEO has provided leadership on these energy-related issues to regional, state and federal government officials, guiding them toward a deeper understanding of energy's pivotal role in the economy and environment, and informing them about the specific energy priorities and concerns of the states and territories. This nonprofit association was created by the governors as an "instrumentality of the states" to improve the effectiveness and quality of state energy programs and policies, and to be a collector and repository of energy-related information.
New York State Energy Research and Development Authority (NYSERDA)
The New York State Energy Research and Development Authority was established by 1975 law as a public benefit corporation. NYSERDA funds research into energy supply and efficiency, as well as energy-related environmental issues, important to the well-being of New Yorkers. NYSERDA offers financial and technical assistance to the State's businesses, industries, municipalities, and residents to address New York's energy and environmental needs. Incentives are available though a number of programs for various projects and initiatives such as new construction, commercial/industrial projects, energy efficiency improvements, wind and solar systems, energy audits, and much more.
Northwest EnerNet
The EnerNet website is produced by Energy NewsData, an energy information services and publishing company based in Seattle and San Francisco, with support by utility companies and energy industry organizations and agencies. EnerNet is an active and comprehensive guide to the energy industry in Western North America, with emphasis on the Northwest Power Pool area and special features focused on the four states that comprise the Pacific Northwest.
