Commissioner Daphne Maxwell is a resident of Junction City, KS and has been employed the Federal Government in Legal Administration for the Department of the Army, Office of the Staff Judge Advocate, Fort Riley, KS for the past 25 years.  Commissioner Maxwell is a community advocate and servant leader, having served in various capacities to include elected to the USD 475 Board of Education and the Board of Trustees for the Geary Community Hospital.  She currently serves as the city-wide co-chair of the annual Dr. Martin Luther King Jr. Celebration Committee, the Board of Directors for the United Way of Geary County and special committees/focus groups.  She is a graduate of Crossroads of Leadership, the Flint Hills Regional Leadership Program and Leadership Kansas.  Commissioner Maxwell is a licensed minister and serves as the Council Chair for Installation Chapel Services, serving military, retired and civilians.  She is a graduate of Kansas State University, Manhattan, KS and a member of the Delta Sigma Theta Sorority Inc. She was appointed by the Governor as State Commissioner for Congressional District 1 in April 2014.

Commissioner Maxwell desires to co-join and unite a myriad of businesses, civic organizations and community to share information, promote cultural awareness, enhance community networking and become an impact for change through policy and legislation that affect African Americans.  On a larger scale, is to bridge the gap and increase community awareness through conversation and social action within all of the communities of District 1. Commissioner Maxwell will continue to lead the efforts to improve and promote the economic development, education, health and political well-being of the African-American community in the State of Kansas.
