Financial Institution Data Match Program

The Utah FIDM program has proven to be an effective means of recovering court-ordered child support for Utah’s children. Nationally, the continued cooperation of financial institutions results each quarter in many thousands of matches and account seizures leading to substantial support collections for children.

The purpose of this webpage is to provide Financial Institution Data Match Program (FIDM) requirements, manuals and reimbursement forms.

The following links will take you to the ORS FIDM Manual, the Financial Institution Data Match Program Agreement, the FIDM  Reimbursement form , and the Financial Data Match Specifications Handbook.

The ORS FIDM Manual provides you with an Agency overview, Common Questions about FIDM, and Contact information for the Utah FIDM Program.

The Federal Financial Data Match Specifications Handbook (most current version available, from 2007) provides details of methods for submission and transfer of data.  The Office of Recovery Services requires that financial institutions implement a Secure File Transfer Protocol (SFTP) data transfer method as this is the most secure method of data transmission. Although other methods for submitting the information are included in the Financial Data Match Specifications Handbook,  ORS does not accept tapes or hard copy data.

To participate in the FIDM program, each financial institution is required to complete and return the Financial Institution Data Match Program Agreement and to use the new 2013 authorized reimbursement form.  The agreement terms are three years.

If a financial institution retains a new vendor or merges with another financial institution within that three year period, the financial institution will be required to complete a new Financial Institution Data Match Program Agreement

For reimbursement, submit the 2013 FIDM Reimbursement form with your invoice attached showing the costs incurred by the due date specified in the Agreement—30 days after the end of the Quarter.
