Community Support Program


Each calendar quarter, FHLBank members that have been selected for a community support review by the Federal Housing Finance Agency (FHFA) are published in the Federal Register.  These members must complete and submit a Community Support Statement (CSS) to the FHFA.  Members subject to the Community Reinvestment Act (CRA) must meet both the CRA standard and the first-time homebuyer standard.  Members with a CRA rating of "outstanding" or "satisfactory" will meet the CRA standard.  Members, including credit unions, and insurance companies, not subject to CRA, must meet only the first-time homebuyer standard.  Any member that does not meet a required standard is restricted from access to the Bank's long-term advances and participating in any of the FHLBanks’ Community Investment and Cash Advance (CICA) programs until that member is able to meet the standards.

For additional information about the Community Support Program, or to find out how to receive notice of members currently under review, please contact the individual FHLBanks.  Interested individuals or organizations may also submit comments on members under review to the FHFA.  In reviewing a member for compliance with these requirements, the FHFA shall take into consideration any public comments it has received concerning the member.
